E-Khata in Panchayat & BBMP: Full Process (2025)

Introduction

The government of Karnataka recently launched E-Khata regularisation drives to help property owners with documentation issues and bring them under the umbrella of a formal tax and ownership system.

This guide will deep dive into the features of a plan launched by the RDPR of Karnataka to digitalise the rural property records of nearly 97 lakh homeowners under the Ewasthu to Doorstep initiative.

What is E-Khata?

An e-khata is a digitalised version of the Khata details of your property. But it’s a more intensive document than the traditional khata certificate. This system was introduced by the BBMP and other municipal corporations; it allowed owners to access their property records online, ensuring easy access

It contains information about the property and its owner, along with all the financial details about the property, which is maintained in a centralized database of property information.

Form 9 on E-Swathu Portal

The form 9 is issued by the Karnataka Panchayat Raj, and it is also known as Khata A. It was created by the gram panchayat specifically for non-agricultural properties under their control.

It certifies:

  • Registration of land with the Panchayat
  • Survey details
  • Ownership details
  • Property type

This document is mandatory for:

  • Sale
  • Mortgage
  • Transfer of ownership

Points to Remember While Obtaining Form 9

  1. Officially transfer the property by the relevant Revenue Department Office to designate it as a non-agricultural property by the Land Revenue Act, 1964.

  2. The plans of the property should receive certification from the tahsildar; the location should be carefully outlined by the gramthana.

What is Form 11?

The gram panchayat also creates the form 11, which is for the non-agricultural properties under their jurisdiction.

Form 11 consists of two forms:

  • Form 11A - Used for property mutation records** after ownership change .
  • Form 11B – Used as supporting documentation for property taxation.

Form 11B serves as official proof that property tax has been paid.

What Are the Uses of Form 9 and Form 11?

Both of the forms are used for property tax collection, because gram panchayats have the authority to collect property form taxes.

These documents make it mandatory for the property owners to pay the tax to the authority.

The gram panchayat documents are also required for non-agricultural properties in order to complete property registration.

What documents are required for downloading documents from the E Swathu Portal?

  1. Ownership document of property to showcase the proof of ownership.
  2. Survey numbers
  3. Proof of identification that includes an Adhaar card, PAN card, or any other proof.
  4. Encumbrance certificate: this ensures the property is not facing any legal disputes.
  5. Tax receipts to confirm tax compliance.
  6. No objection Certificate: this ensures property falls under the newly developed areas; the NOC is obtained from the local authorities or building firms.
